The coordination work created when delivery of a meaningful outcome requires another team, function or approval queue to act before value can move.

# Dependency demand

Dependency demand is an authored diagnostic, not an established metric. It asks leaders to count the coordination their operating structure creates before buying more coordination capacity.

Some dependencies are necessary: regulation, safety assurance, shared infrastructure and scarce expertise may require them. The useful distinction is between a dependency worth governing and one created only because skills, authority or accountability were divided around functions rather than value.
