Value-complete team
A team with enough skills, authority and operational access to deliver and learn from a meaningful slice of value without routine hand-offs across functional queues.
This Strategica term focuses attention on whether a team can complete a useful outcome, not whether every specialist reports into the same unit.
The boundary is practical rather than absolute. A team may still draw on scarce legal, security or platform expertise. The test is whether ordinary delivery repeatedly waits for another function to accept, translate, test or deploy its work.
It should not be confused with making every team self-sufficient. Shared capabilities can remain sensible when demand is intermittent or expertise is scarce; the interface and service expectation then need deliberate design.
