Diagnose before coordinating

Test the team boundary

6 min · Diagnose before coordinating

Test one boundary change before announcing an enterprise reorganisation.

Test a closer boundary

Select one repeated hand-off that may be removable. Choose an evidence window long enough to observe several comparable items but short enough to reverse the change safely. Hold the work type, entry criteria and measurement definitions as consistent as practicable. Give the team the capability, access or delegated authority needed to carry the outcome further. Preserve independent assurance where law, safety, security or separation of duties requires it.

Compare wait points, elapsed time, rework and outcome evidence with the earlier period. Treat the comparison as learning, not causal proof: demand, staffing and technical conditions may also have changed.

UK Government guidance describes multidisciplinary service teams with decision-makers involved and access to specialist expertise. Its scope is public digital services; it illustrates rather than universally validates the boundary.

Failure mode: reorganising the whole enterprise before a smaller test shows which boundary matters.

Worked example and transfer practice

All examples below are fictional teaching material. Use synthetic notes; no workplace or personal data is required or uploaded.

Test capability with balancing measures. The fictional maintenance team gains trained routine-testing capability for a reversible trial. Specialist safety sign-off remains independent. Inspect comparable requests, elapsed time and rework; also watch missed defects, workload and access. If the queue falls but defects rise, faster flow does not justify retaining the change. Staffing and demand differences can confound a before/after comparison.

Try before reading the guide: Specify the change, evidence window, outcome measure, balancing measure, owner and rollback condition for a library collection workflow. Identify a specialist interface that should remain.

Practice review guide

The test has an observable outcome and a harm boundary. A value-complete team means enough capability and authority for a bounded outcome, not permanent possession of every specialist or exemption from governance.

Choose the proportionate experiment.

Concepts: value-complete team

1. A team waits daily for routine test execution, while specialist security assurance is needed twice a year. Which change is most defensible?

There is no attempt limit or pass/fail state. Completing the check only enables the lesson's separate explicit completion control; it never records completion or certificate eligibility itself.

Activity ready. Attempts are unlimited. Completing this practice activity enables the lesson's separate, explicit completion control.

Answer and feedback guide

A team waits daily for routine test execution, while specialist security assurance is needed twice a year. Which change is most defensible?

  • Permanently embed every specialist in the team: Intermittent specialist demand may not justify full embedding.
  • Add routine testing capability to the team and retain a defined security interface (best answer): Correct. It moves recurring capability closer while retaining a defined specialist security interface.
  • Add a weekly dependency status meeting: Reporting the wait does not test whether the recurring boundary should change.
